PRIVACY STATEMENT PROTECTION OF PERSONAL DATA

General information

As of May 25, 2018, Regulation (EU) 2016/679 (General Data Protection Regulation - GDPR) of the European Parliament and of the Council of April 27, 2016 regarding the protection of natural persons in connection with the processing of personal data entered into force and on the free movement of such data and on the repeal of Directive 95/46/EC (General Data Protection Regulation).

The regulation governs the rights and obligations regarding the protection of personal data of natural persons from all EU member states.

The Municipality of Dobrich in its capacity as a personal data administrator within the meaning of Art. 4, para. 7 of Regulation (EU) 2016/679 carries out the activity of collecting, processing and storing personal data in accordance with Regulation (EU) 2016/679 and the Personal Data Protection Act.

Purposes of the processing for which the personal data is intended

The Municipality of Dobrich collects, processes and stores your personal data based on legally established obligations and/or in the performance of tasks of public interest and in accordance with Art. 6, para. 1 of Regulation 2016/679. In accordance with the principle of accountability, it creates and regularly updates an internal register of personal data processing activities with the details required by the Regulation.

In the event of a violation of your legal rights and interests, you have the right to file a complaint with the Commission for Personal Data Protection.

Principles in the processing, collection and storage of personal data

  1. legality, good faith and transparency ;
  2. purpose limitation  – personal data are collected for specific, explicitly specified and legitimate purposes and are not further processed in a manner incompatible with these purposes; further processing for the purposes of archiving in the public interest, for scientific or historical research or for statistical purposes is not considered incompatible with the original purposes;
  3. data minimization  – only personal data limited to what is necessary in relation to the purposes for which it is processed is collected;
  4. accuracy - personal data is collected in an up-to-date form and inaccurate personal data is promptly deleted/corrected;
  5. storage limitation  – the personal data is stored in a form that allows the identification of the data subject for a period no longer than is necessary for the purposes for which the personal data is processed; personal data may be stored for longer periods, insofar as they will be processed solely for the purposes of archiving in the public interest, for scientific or historical research or for statistical purposes, provided that appropriate technical and organizational measures are implemented to ensure the rights and freedoms of the natural persons whose data is processed;
  6. integrity and confidentiality  - personal data are processed in a way that ensures an appropriate level of personal data security, including protection against unauthorized or unlawful processing and against accidental loss, destruction or damage, applying appropriate technical and organizational measures;
  7. accountability - responsibility and proof of compliance with the principles and the Regulation.
     

Rights of the subject of personal data

  1. The subject's right of access to his own data;
  2. Right to rectification (if the data is inaccurate);
  3. Right to erasure (right to be forgotten);
  4. Right to restriction of processing;
  5. Right to data portability between individual administrators;
  6. Right to object
  7. Right to judicial or administrative protection in case of violation of rights.

You have the right to information - access to your personal data by requesting and receiving information about their processing.

Providing access to information about the processing of your personal data is free of charge, and the Municipality of Dobrich may impose a reasonable fee in the case of clearly unfounded (due to repetition) or excessive requests, or refuse to take action on them.

Legal basis for processing

The administrative services we offer require the processing and storage of personal data, which are minimized. These data are necessary in order to process and perform the relevant service according to the regulations of the Republic of Bulgaria and the European Union. The Municipality of Dobrich collects personal data for specific, legitimate purposes and personal data is not further processed in a manner incompatible with these purposes.

In order to process your personal data lawfully, a valid legal basis must exist. Depending on the purposes, we process your personal data on the following grounds:

  • the data subject has given consent;
  • the processing is necessary for the performance of a contract;
  • processing is necessary to comply with a legal obligation;
  • the processing is necessary to protect the vital interests of the data subject or another natural person;
  • the processing is necessary for the performance of a task of public interest or in the exercise of official powers;
  • processing is necessary for the purposes of legitimate interests, except when such interests are overridden by the interests or fundamental rights and freedoms of the data subject that require the protection of personal data, in particular when the data subject is a child.


Terms of storage of personal data

The variety of services that the Municipality of Dobrich provides also requires a different term for storing personal data on paper/electronic media, the criteria of which are determined by the regulations in the country and the internal regulations of the Municipality.

The Municipality of Dobrich stores personal data in accordance with the applicable legislation according to the stipulated period.

 

Recipients or categories of recipients of personal data

The Municipality of Dobrich provides personal data to categories of persons outside the organization only in accordance with the regulations.


Others

The Municipality of Dobrich does not collect or process personal data revealing racial or ethnic origin, political views, religious or philosophical beliefs, membership in trade unions, as well as the processing of genetic and biometric data, data on the sex life or sexual orientation of natural persons, without existence of legal grounds.
