The Municipality of Dobrich Maintains the Level of Local Taxes and the Municipal Solid Waste Fee for 2026

In the context of the current socio-economic situation in the country and in connection with the process of introducing the euro, the Municipality of the City of Dobrich has decided not to change the level of local taxes and the municipal solid waste fee (MSWF) for 2026.

The municipal solid waste fee on the territory of the municipality will not be increased, and the rates will remain unchanged compared to 2025. All discounts introduced so far will also be maintained for both individuals and legal entities.

The decision is driven by the need to ensure stability and predictability for residents and businesses in Dobrich during a period of economic uncertainty, as well as by the Municipality’s responsibility to avoid imposing an additional financial burden on households and economic operators.

Preparation for the New MSWF Model

Since March 2025, the Municipality of Dobrich has been actively working on preparations for the introduction of a new model for determining the municipal solid waste fee, based on the “polluter pays” principle and aligned with the amount of waste generated. In this process, a number of specific actions were undertaken, including:

  • development and adoption of amendments to the Ordinance on the determination and administration of local fees and service prices;

  • preparation and adoption of a Methodology for determining the municipal solid waste fee;

  • approval of templates for tax declarations for residential and non-residential properties;

  • preparation and distribution of notifications to managers of condominium associations in multi-family residential buildings on the territory of the municipality.

The Municipality had full administrative readiness to introduce the new methods and principles as of 1 January 2026.

However, despite the completed preparations, due to the lack of an adopted state budget, no state financial support has been provided for the actual implementation of the new model. There is a lack of funding for:

  • expansion of the separate waste collection system;

  • purchase of the necessary equipment and containers;

  • implementation of specialized software for applying the new methodology.

Under these circumstances, the Municipality cannot assume the risk of disadvantaging either citizens or the municipal budget of Dobrich. Therefore, the municipal solid waste fee for 2026 will remain at the 2025 level.

Financial Sustainability and Responsible Governance

A key challenge for the local authorities remains the fact that revenues are maintained at the same level, while the costs of providing the service continue to rise. In this situation, the Municipality’s efforts will focus on:

  • limiting the growth of expenditures;

  • increasing the collection rate of the fee in 2026;

  • optimizing the processes related to service provision.

In recent years, the Municipality of Dobrich has consistently co-financed waste management activities with significant own resources in order to avoid increasing rates and the financial burden on citizens and businesses. This policy will be maintained in the coming year as well.

For businesses, the option remains for the municipal solid waste fee to be determined based on the amount of waste generated and the declared number of containers, as has been the practice so far.

Gradual Transition to the New Model

In view of the introduction of the so-called “extended state budget” and the decision of the National Assembly to postpone the new model for determining the municipal solid waste fee until 2027, the existing methodology will continue to be applied throughout 2026.

The Municipality of Dobrich will build on the amendments made to the regulatory framework and will continue to ensure a smooth transition and full administrative readiness for the introduction of the new model in the following year.

With this decision, the Municipality guarantees fee stability and predictability for citizens and businesses in the city of Dobrich throughout 2026.
