In 1999 Dobrich signed a letter of intent and a twinning agreement with the Belarusian town of Pinsk. It is situated 180 km away from the administrative centre of the district - the city of Brest. With a population of 130,000, Pinsk is the third largest town in the region. 1997 was the 900th anniversary of the town.

A delegation from Pinsk visits Dobrich annually on 25th of September. Businesses from the two towns, operating in the food processing sector, are now considering joint ventures.
