In 2002, after a decision of the Municipal Council, the Chinese town of Golmud, Qinghai province, and Dobrich signed an agreement for friendship and cooperation. The agreement was re-signed in 2005.

Golmud has a population of 200,000. It is a modern, developed and fast-growing town. Dobrich is the second foreign town with which Golmud has signed a twinning agreement. This partnership has great potential. Economically, the two towns can cooperate in the tourism and agricultural sectors. The harsh climate of Qinghai province and the lack of beaches and sea resorts make Dobrich district a favored holiday destination. The availability of medicinal herbs and cold-resistant crops provides grounds for cooperation and exchange of know-how in agriculture.
