Functions of the Mayor

The Mayor is a body of executive power in the municipality and is elected directly by the population for a term of 4 years.

The Mayor of the municipality performs the functions provided for in the Local Self-Government and Local Administration Act, as follows:

  1. leads the entire executive activity of the municipality;

  2. directs and coordinates the work of the specialized executive bodies;

  3. appoints and dismisses the Deputy Mayors, the heads of units financed from the municipal budget, and the heads and employees of the municipal administration, and imposes disciplinary sanctions provided by law;

  4. is responsible for maintaining public order and, to ensure it, issues written orders binding on the heads of the respective police services;

  5. organizes the implementation of the municipal budget;

  6. organizes the implementation of long-term programmes;

  7. organizes the implementation of the acts of the Municipal Council and submits to the Council a report on their implementation twice a year;

  8. organizes the implementation of tasks arising from the laws, the acts of the President of the Republic, and the Council of Ministers;

  9. maintains relations with political parties, public organizations and movements, as well as with other local self-government bodies in Bulgaria and abroad;

  10. chairs the Security Council;

  11. assigns or authorizes the drafting of spatial development plans and their amendments for the territory of the municipality or parts thereof, and approves certain spatial plans under the terms and procedure of the Spatial Development Act, as well as organizes their implementation;

  12. performs the functions of a civil status officer. He/she may delegate this function by written order to other officials of the municipal administration;

  13. represents the municipality before individuals, legal entities, and the court;

  14. ensures the organizational and technical support of the Municipal Council and participates in its sessions with an advisory vote;

  15. approves the Rules of Procedure of the municipal administration;

  16. sends to the Municipal Council the administrative acts, as well as the contracts and their amendments and supplements issued in implementation of the acts adopted by the Council, within three days of their issuance or signing;

  17. provides assistance to condominium associations and their management bodies under the terms and procedure of the Condominium Management Act.

In exercising his/her powers, the Mayor issues orders.

In cases determined by law, the Mayor also performs functions assigned by central state authorities.

Within three months after taking the oath, the Mayor presents to the Municipal Council a management programme for the term of office. The programme contains the main goals, priorities, activities, deadlines for implementation, and expected results. The Mayor presents to the Municipal Council an annual report on the implementation of the programme by 31 January.
